my rss feeds are coming in as "'& # 39 ; s" and trying to search for the answer is impossible because I input "'.&.#.39.;.s" and the search will auto correct to the right punctuation

I have my forum setup to use utf-8

please help me out, driving me crazy

and of course I had to edit the ascii sequence in this post because it auto corrected, so yes my ascii problem is for the &.#.39.;.s without the periods
