Lets say you exclude threshold is 20 points.
Let's say 20 users gained 20 or more points.

It will sum the total points gained by those 20 users over the past week, divide it by 20.

That will be the value of the setting, and that'll be your weekly activity target.

Check the Ranking page, sort by weekly activity, try to find out how many points the person with the most weekly activity has got over the past week, and set that as the target
