It's still there in the Admin CP

See how it now says Refundable as a column and then an image? The one icon means it is refundable and the other means it currently is not refundable. You can also now edit the item and choose whether to allow for refunds for that forum market item in the Admin CP. Just one of many beefed up features with 3.1.0 giving you more Administrative control over your forum items
