Please help, I can't figure out why this is happening.

I have created a Static HTML widget and a new template. The Widget has been added to my layout. However, the widget does not appear on the page. It seems like it will only appear if I add something into the Static html box, which I don't want to use because the widget needs to use php code.

The widget is shown in the layout manager, however it does not show up on the page. Any ideas?
