I would go admincp/options/settings/Style & Language Settings, se if its set to force default use. If you have set it that users are forced to use the style when you created , that may be the problem. check those to things , lol if that does not work then must be a conflicting setting, their is something you can do . The default template can be deleted, unless that is the style in question and you have just edited it.

then you make the style you want globally renamed as Default, after this is propagated through the site you can rename it again and then you can create a new default style, thats an option when you build a style, now thats a lot of stuff to try if its a settings problem
