vb.org Archive - View Single Post - Notes on top of thread (Just like vbulletin.org mod threads)

Hi all, is there any mod available which enables the admin to put notes at the top of each thread? The exact example is in the 'Mods' section of vbulletin.org, where it shows the mod information before the thread starts. I have looked high and low for such a mod and am not able to find it. If anyone could point me in the right direction, i would be most grateful. Thank you!
