<a href="https://vborg.vbsupport.ru/showthread.php?t=183268" target="_blank">Multiple account login detector (AE Detector)</a> is still working for me in 4.06. IP detection really won't work for a couple reasons. First, everyone in the same building is likely using the same IP (families, the local firehouse, etc.). Second, anyone determined to get around a rule you have will simply use an anonymous proxy which will give them a different IP.
