Am I missing a setting or option somewhere?

We want our members to have the option to use Quote when commenting on either a Blog entry or a Group discussion thread.

Blogs have the reply feature which does include the quoted text; however, you can only reply to a comment that has been made on an original blog entry, and not on the original blog entry itself.
