If your site is spamming users you were probably hacked... You should re-upload all your original vBulletin files, over-writing your existing files, and restore a known good backup of the database.

Then make sure you upgrade to the latest version of vBulletin (3.8.6 or 4.1.0) and talk to your web host to see how the hackers got in.
