Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php

and view it with the default style. Also, I assume your mods have permission to move threads or close them or any of the other options that they would do with the inline moderation.
