Basically you need to upgrade to the most current 3.x version OR upgrade to 4.x, if you've been fine on 3.x until now you can simply pay for a 3 month maintenance type of deal to access and download the newer 3.x otherwise consider upgrading to 4.x however request the vBulletin Demo here

Edit: Also make sure there's no "evil" or malicious files on your server, see if they uploaded any etc and remove or overwrite with default files if it was a vbulletin file they altered etc.
