Right, for that first part, you just create a new template in the Style Manager.

But for this part, that's a bit more advanced. You need to know a little PHP coding. You create a plugin in the same place you would ordinarily upload a plugin. Do a search in the Articles section for "plugin" or "plugins" and you'll find some good articles explaining what the hooks mean and why you use them.
