Which Software/Programs to Use if I Want to be an Escrow Merchant Provider??

I'm looking for a software/programs that allows me to act as an escrow merchant provider.. giving me the ability to charge a small percentage of the fees similar to that of www.elance.com

Could anyone recommend me a system that can accomplish this.. I don't want to use online services.. just a one-time buy and the system/license is mine to use for good.
