New to site & Need help mod, like at the bottom of this page?

If you take a look at the bottom there is a box that says need help and new to site with helpfull links to new users who may not be familiar with vbulletin. Is there any mod like this for vb 4.x.x or will any mod like this work? please fill me in on this i searched but could not find...
