Minimum Age Mod, allows you to set minimum age per forum. You can also choose to hide forum if they aren't minimum age. Otherwise it will show forum but replace content with a message that user doesnt meet minimum age. just make sure you set vbulletin to not allow them to change their age. Its a 3.8 mod but works fine on 4.x:
