That's a bug in the browser if so, because I know at least Firefox 3.6 doesn't exhibit this behaviour, and scrollbar manipulation is something that each browser handles very differently so it would be impossible to fix.

I believe the .alt2 CSS definition in dbtech_vbshout_colours.css is the appropriate place to edit
