It only snaps if the user hasn't manually moved the scroll bar, so if users are currently in the process of reading shouts, they won't lose their place in the conversation

I agree it needs to snap to the bottom - but if the user has moved the scroll bar it (currently) will also snap every refresh or new post.

The overall intent is right - but there appears to be a bug on the refresh IF the scroll bar has been moved, i.e. scroll position is not the end of the shoutbox.

To reproduce I have the shoutbox refreshing every 5s and set to 40 shouts. I don't have enough time to scroll (and read) through the current shouts before a refresh happens and I'm snapped back to the bottom.
