You have a lot of creative options, depending on what you want to do:
1. If you don't want CMS, you can disable this under plugins.
2. If you want RSS feeds to appear in CMS, you can add a RSS widget to your CMS page template.
3. If you want an RSS page to show, but not the main CMS homepage, you can add a link to your menu that points to the specific CMS Post called "RSS", and disable the CMS Home button from the menu. This will allow users to see the RSS feed, but not the empty CMS Home page.
Like i said, lots of options depending on what you want. But, your discription is too general for me to provide a detailed answer. Here is what I think you want:
Remove CMS Home from tab menu. Add new tab menu called RSS feed. Point tab menu to a CMS post called RSS feed. Insert RSS code into CMS post, or use this space to provide a simple message about your RSS feeds, then add an RSS widget to the content area on your template, so they see your simple welcome RSS message, followed by the RSS widgets.
