Would you consider adding group permissions to categories in global templates?

I would like to have templates that can be used by a large set of authors in our wiki space and another global set that can be used by moderators and admins only for example.

In looking quickly at the code, the permissions might only need to be applied to the editor template. However, there would need to be a control panel piece or something similar that recognized global categories and carried permissions for them.
