Doing a quick google search for vb 4.0 styles and templates, I've found one site that might have a style closer to what you might be looking for: http://www.bluepearl-design.com/vbulletin-skins.php

What you could do is just purchase or get one that is closest to what you are looking for and perhaps tweak it a bit to look more like the style you want. It would mean you would have to dive a little into the vBulletin software, but if you have the patience and time i don't think it will be much of a problem
