If I remember well their decision was simple: They didn't want to replace everything at once. The new code (PHP and HTML / CSS) in vBulletin 4 is new coding, new standards, pretty modern.

But lets take a close look at templates: You want tables used for layout while search engines can penalize you for "not too user friendly tables" or want to use the nice div tag, and a CSS based layout?

When you have to move to newer versions of 4.X sooner or later, you want to face the problems with upgrading and how all templates, etc. should be redesigned, or be happy and say: I avoided working twice by choosing 4.X when I started to work on the site?
