Yes, check the user exclude setting.

POTENTIAL ANSWER: The upgrade corrupted my custom awards. Unfortunately I'll have to delete them and reapply them and hopefully this will solve the problem. I have a question mark at the top of the awards page in the admin although all the custom awards do show, just not the standard ones.

Seems to be an issue with the path. Do you still have that problem?
