Rep "power" is a built in function of vbulletin. Rep Power is a calculation based off of the number of days a user has been registered, the number of posts a user has, and their overall reputation- which is different than rep power. Someone's "rep power" determines how many reputation points they add or take away from someone when they give the other person rep, so in general the higher someone's overall reputation the higher their rep power.
In vBulletin Options -> Thread Display Options scroll down to "Post Elements" and check the box to "Display Reputation Power."
