More Specific:
In the Admin CP go to:
"Forums and Moderators" on the side...
"Forum Manager"
Select a forum click on "Go" next to Edit Forum
Scroll down to "Posting Options"
and change "Forum Open" from "yes" to "no."

To block a user from posting in a forum you would need to put him into a new usergroup... Then you can specify the permissions for that usergroup in "Forum Permissions" under "Forums and Moderators" in the Admin CP. You can let him view threads but not post.
