Well, I'm certainly not an expert, but I think you can solve this with sub-forums, added from the admin control panel. You can also, as you must know, control the access to the subforums.

If you have completely different forums (different instances of vbulletin) I guess (I have not tried it) that each user has to register again for each forum, which means each user has to log in to every new forum that you create to be able to access it. I think it also requires a new licence for each instance (at least as I read it in the agreement when purchasing the licence).

To me it seem that this is much easier solved with sub-forums within your main forum.
