This is what I did.

I disabled sig for users when they first sign up until they make a couple posts, they get automatically upgraded to another user group once they start making post and then are able to edit their signatures afterwards.

You don't need a modification to do this, it is all in the admincp!

I'm also pretty sure there is a way to prevent people from placing links in their signatures.
