I tried to look at it a little, one thing I noticed is that the Community link has "nojs=1" in it which I think means something somewhere thinks that it shouldn't use javascript. In global.php there seems to be two reasons to set nojs=1: if popup menus are turned off in the options, or if it thinks a search engine is accessing the page. I turned off popup menus on my test site but it doesn't look the same as yours so I guess that's not it (but you may want to check it anyway). Also I'm obviously not a search engine, so I'm lost. But maybe some of this will give you (or someone else) an idea.
