The only thing I can think of is, are you sure you got the plugin installed and active (maybe check your plugin manager), and also it has a list of user groups that are allowed to use it, I suppose it's possible that you created other user groups that aren't in the list.

Oh, I should probably mention (because someone else will) - apparently you're supposed to ask about mods only in the mod's thread and not in the general discussion area.
