You need to have FTP access to your site... You can download your config.php file from your /includes/ directory (/forums/includes/ if your forums are installed in the forums folder)...

You can edit that file and re-upload it to disable all plugins.

If you need the install files again you can download them from your vbulletin members area at vbulletin.com - make sure you download the same version you are using now.
