i use (vBulletin 4.0.5)

i try to edit vBulletin CMS from the admincp, but i get the following message:

i have superadmin permissions & all other permissions are allowed, but i cannot edit or change anything from vBulletin CMS and vBulletin Blog ..

any ideas??

also when i go to Plugin & Products menu, i get this warning at the top:
"Plugin & Products are made passive by config.php"
