That is a default option if I understood your point correctly.

Navigate to vBulletin Options -> vBulletin Options -> User Registration Options. There, you'll see a header named 'Welcome Private Message'. Beneath it, you can click both the PM Title and PM Body in order to customize them accordingly. Insert a username which you'd like to use to send the PM from (e.g. your own account).
