is it possible to have a Usergroup
have private uploads that only that user can access and admin
and if so with an upload limit??

Example
Usergroup 1 --> 2mb upload --> private document ( only user can view there uploaded files but Usergroup has 2 mb of storage)
Usergroup 2 --> 10mb upload --> private document ( only user can view there uploaded files but Usergroup has 10 mb of storage)
