That depends on the rule, if random is selected when you create a match (or selected when you create a CPU) then cards are randomly selected. If you play without random you can choose your own.

As for the "CPU" tag, I think it's a minor display issue, check to see if any templates are customised for Triple Triad and revert them to see if that fixes it
