I finally found the answer on how to do this....

Most websites you enter a IP address and it will show you what country it is from. What I wanted to do is see the range of IP address and see what countries are listed. Example: Lets say I want to see all countries within the 2.0.0.0 to 2.255.255.255 range. Not only will I kill the spammer I orginally wanted to kill (Russian), I am also killing a wide range of other countries within those ranges.
