While I'm throwing ideas out there maybe in addition to an 'ignore' list of users whos flags should be ignored there's also a 'trust' list of users who if they flag a message we can be very confident is spam and immediately hide the message no matter how many people are set to 'flag as spam' before being hidden... Basically if I trust someone enough they can kill a spam message immediately.
