so i have to enter all the 7000 User ID's when i'd like to moderate all user is it correct?

is it possible to automated this?
perhabs for moderating all the user leave empty or any other char.

and when i want to exclude some of the forum's for moderating than i enter the forum ID to exclude them? correct?
