The menu in the AdminCP is controlled by administrator permissions.

If you do not grant yourself the permission "Can Administer vBShout" you will be unable to access the menu. This is for security reasons, in case you don't want certain admins to administer the Shoutbox.

If you perform the config.php edit as detailed in the post Winter Sonata linked to (thanks

), you will override the permissions check and enable you to see the vBShout menu item without needing to be granted the aforementioned permission
