Is it possible to show a forum member just a subset of the existing users based upon his/her group memberships?

For example, if you had a forum with members from Germany, Austria and Switzerland, would it be possible to have all members in the same forum instance, but have members in the user group "Germany" only see others in the "Germany" group?
