Please, post screenshot with your settings. It should work with defaults. At least, it work at my site

I basically have it in use just for staff members, so when members PM any staff member, it tells them that if their PM has to do with the site, their account, regarding another member, etc to use our support forums, but if it is just for general chatting, to continue with the PM.
