You need to have a Super Administrator (defined in config.php in the includes folder) go to the Settings & Staff Permissions page in the Admin CP. They need to add an admin to the market permissions and setup what admin has what access.

As you can tell after you visit that page, you have far more control over what Admins can and cannot do in comparison to before.
