well i mean, If you go into a particular forum, the links are displayed above or below all the threads...

Users could submit links to be added, etc
It'd be database driven, hense the need for a hack.
I guess the links should be searchable .. and probably have the ability to all be listed on some non-forum page.

I guess what im asking for is something like a phpHoo integration into vBulletin
