kind of at the end of this conversation, but if you have content.php renamed to index.php and its the only index.php in your root directory. when anyone use the url/http://example.com that is the page that will be called
and if anything it should look like
http://example.com/index.php

you have vba, and want content.php, are you going to get rid of vba?.
if so then just get rid of their vbcms_index.php..renamed index.php and rename content.php index.php, and rename it in content management to index.php frmo content.php
