I have
functions_vbsfs.php
in the includes folder in the admincp folder
I have
cpnav_vbstopformspam.xml
in the xml folder in the includes folder in the admincp folder

I have

in the field that says
OR import the XML file from your server
on the import product page of the Plugins & Products system
I have yes selected for overwrite
I click on Import

I get

I get error message
