That would be a homepage. You can design one simply with html/css and then place the links to your 2 forums. i.e.

HTML Code:

<a href = "url to forum 1">Enter forum 1</a>

and so on for the link to the second forum.

Also, don''t forget to replace the url and the text at my example above accordingly with those of your own. Hope it helps.
