When you edit a usergroup, where it says: Picture Uploading Permissions, set Can Upload Custom Avatars to Yes. This will take care of the avatars.

Whereas to turn on the IMG code in the signature, where it says: Allow Image BB Code, set it to Yes. This can be found under Signature Permissions settings. Hope it helps.
