But the concept seems silly. If the forum is "Local", then what's the point of having a subforum that's "Off Topic" or "Not Local"? Either it's a Local forum or it isn't.

I am sorry, but consider the fact that the purpose and organizational structure of my forum varies from yours such as duplicate sub-category names are required.
