You don't need to disable it as it's speeding up your forum

It should work fine with DownloadsII, but you need to rebuild your style. Re-enabling the option probably fixes it.
The template is called by the "DownloadsII: Add a Downloads tab" plugin. Set the execution order to 7 to place it after the blog tab.
Additionally, you can change navtab_middle in the plugin PHP code to navtab_start or navtab_end.
