Attempt re-uploading the vBulletin files, specifically those within the includes/ and vb/ directories. This should theoretically resolve this problem as it might be a missing file. But, looking directly at the code, this is most likely caused by a malfunctioning product. I suggest disabling products and and re-enabling them one by one to see which one is the culprit, then reporting the problem to the author.
