There is no article on integrating with an external licensing system, as that would be something very specific to your situation, but there are plenty of general coding articles available.

Anything that goes beyond default functionality in vBulletin you will not find in the manual (or on the official site www.vbulletin.com). Modifications are discussed among members on this site (www.vbulletin.org).

Nobody can give you a list of plugins to install as that will depend on what you need. But this start to go beyond what i can answer in the Pre-Sales section as i can not go into technical details here.
