vb.org Archive - View Single Post - New thread link with pre-defined title/message

How can I make a link that leads to the "Post new thread" page of a certain forum and have the title and message already filled in with predetermined text? Can I just define something through the URL or is there a mod to do this or anything? Any help would be much appreciated.

I tried searching for this, but I wasn't sure what keywords would bring up results, which is probably why I didn't find anything.
